Rathaus

The Rathaus (city hall) was built in a Gothic style to represent Vienna’s medieval origins. The purpose of the Rathaus was to give the bourgeoisie a forum in which non parliament members could bring up grievances for the rest of the community to hear. The Rathaus provided no political power for the bourgeoisie; it just gave them a new building to resolve the unimportant day to day things that have no real affect on the Parliament or emperor.
